		<description><![CDATA[Contributing to the lack of proficiency is the use of prescriptive reading programs in kindergarten, used in some under-performing school districts.  Kindergarten teachers know that this is not how young children learn to read yet are mandated to use the programs.  Once preschoolers leave the world of developmentally-appropriate practice, they are subjected to drill and the burning desire to learn is dampened if not extinguished. 

As well, until DESE and EEC phiolosophical and funding systems are aligned and reconfigured, scores cannot improve.]]></description>
